Whirlpool on a Berlin Rooftop Terrace: Structure, Plants, Privacy

An outdoor whirlpool on the own rooftop terrace is one of the most requested wellness investments for Berlin penthouses and lofts. Charlottenburg, Mitte, Prenzlauer Berg and Grunewald see more of them every year. What seems like a furniture decision in the showroom is in fact a construction project with structural-load demands, water management, privacy concept and a fitting plant composition. This guide shows what really matters when planning in Berlin.
Structure first: what actually presses on the roof
A typical four-person whirlpool weighs 300 to 450 kilograms empty. Filled with 1,000 to 1,400 litres of water it gains another 1,000 to 1,400 kilograms. With four people inside we reach 1,700 to 2,200 kilograms total – concentrated on roughly 4 square metres. That is 425 to 550 kilograms per square metre.
Berlin Altbau rooftop terraces are usually rated for 200 to 400 kilograms per square metre, newer construction often for 500 to 750. A structural engineer must check the load reserve profile before the whirlpool decision and reinforce the installation surface if needed. This is not optional. In Charlottenburg-Wilmersdorf or Schöneberg heritage buildings, the calculation feeds into the Denkmalpflege coordination.
Water management: filling, drain, evaporation
A Berlin whirlpool is drained and refilled every three to four months on average – three to four 1,200-litre fills per year, plus regular top-ups for evaporation. Total 8,000 to 12,000 litres of fresh water per year, costing roughly 35 to 55 EUR annually at Berlin water prices (as of 2026). Negligible.
The drain matters more. Berlin rooftop terraces often have only a rain overflow. A 1,200-litre whirlpool drain must not run uncontrolled into building drainage. We plan either a dedicated connection to the building system or a temporary pump-out station.
Privacy: why Berlin is different
Berlin penthouses almost always have neighbouring sight lines. A Mitte rooftop terrace with whirlpool and no privacy screen will be visible from surrounding high-rise floors. In Charlottenburg Altbau the height staggering differs, but neighbouring penthouse railings often sit at the same level.
We solve privacy not with walls or glass panels but with living plant structures:
- Bamboo with rhizome barrier (Fargesia rufa, Fargesia nitida) – evergreen, narrow-leaf, frost-hardy to -25 °C, grows 2 to 4 metres
- Yew as container hedge – classic Berlin evergreen, shapeable, perfect privacy
- Hornbeam in containers – deciduous but leaf-holding until spring, form-stable
- Feather grass (Stipa gigantea) – not evergreen but summer privacy layer with movement
The container weights help distribute the load reserve around the whirlpool installation zone.
Plant palette around the whirlpool
Plants directly adjacent to a whirlpool sit in a special zone: chlorine or bromine spray, high humidity, higher temperature than the surroundings. Mediterranean drought plants like lavender or rosemary do not tolerate it.
Working well: lady’s mantle (Alchemilla mollis), hostas, hardy ferns, juneberry as structure.
Permits: what the Berlin building code says
A whirlpool below roughly 2 cubic metres water volume is generally exempt from Bauordnung Berlin (BauO Bln) permit requirements. For installation on an existing rooftop terrace without structural change, this is the normal case.
Built-in installations, larger volumes, additional structures (pergola, walls) require Bauanzeige or Bauantrag at the Bezirksamt. In heritage districts (parts of Charlottenburg, Mitte, Schöneberg, Friedrichshain) the Denkmalpflege coordination runs in parallel.
